REQUEST FOR EXPRESSION OF INTEREST. Mongolia has received a Credit from the International Development Association (IDA) for an Export Development Project (EDP). The project will provide a range of support services to the Mongolian SMEs in the non-mining sectors that are already exporting or are planning export activities.

Such support services include (i) access to export credit insurance products that to be provided by the Export Insurance Subsidiary (EIS) of the AgRe; (ii) basic training on foreign trade, and customized training on exporting specific type of goods, or exporting to specific markets; (iii) matching grants to cover part of the SMEs expenses towards raising their international competitiveness.
The sub-component#2.1 of the EDP provides export-related training program to Mongolian SMEs, which are interested in starting or increasing exports, covering all sectors of Mongolian economy. It will systematize such training, expand its modules, sectoral depth, geographical coverage, virtual outreach, and will train individual exporters, potential exporters, trainers, and Mongolian diplomatic corps responsible for the economic representation of Mongolia in abroad.
The main outputs from the sub-component includes various training programs with generic and specialized content, e-learning modules on foreign trade, customized training sessions, seminars, workshops with the process records, which are publicly available via project website. 
The main beneficiaries of the training program are the Mongolian SMEs that are already exporting or have the potential and interest to export their products.
E-learning on foreign trade is one of the training modules that should be comprised of series  training modules on foreign trade concept which is made available to public so that anyone with interest can have an access and benefit from the session. This service will especially benefit SMEs based in both Ulaanbaatar and in aimags/provinces, and will save them time and money.
The training component does not intend to restrict the beneficiaries to the non-mining sector SMEs as the training materials will be available to SMEs, entities through the Project website. 
Therefore, the Ministry of Finance (MOF) and EDP is seeking to hire short-term National Consultant to develop e-learning training course content on “Guide to Exporting”.

SCOPE OF THE ASSIGNMENT
The key objective of the assignment is to develop e-learning training course content on “Guide to Exporting” where training related materials (presentation, video and bibliography etc.) that can be easily accessible to public via the project website.
Consultant responsible the following activities but not limited to:
1. Develop Module 4: Understand Incoterms Used for International Trade:
   - Identify topics and contents on Incoterms;
   - Once course topics are developed arrange into a sequence that best facilitates the learning process;
   - Create course title and overview, list key points from learning objectives to be covered – what the learner can expect to learn in the course, and develop storyboard in PowerPoint;
   - Populate content (Images, graphs, text, animations, video) into slides;
2. Consult with and assist the video team in preparing e-learning session on the Understand Incoterms Used for International Trade, and make it publicly available via the project website.
3. Assist the project to compiling a handbook “Guide to exporting” that consists all course modules including Module 4 with appropriate topics and contents.
4. Undertake any other tasks as may be reasonably requested and or assigned by the PIU and Training Coordinator.

SHORTLISTING CRITERIA/CONSULTANT’S QUALIFICATIONS:
    Education: A suitable candidate should have a Master degree in relevant field: Finance, Economics, International Trade or any other relevant fields;
    Experience: Incumbent should have at least 8-10 years’ of working or training experience in foreign trade. Knowledge of the usage of incoterms in foreign trade is a MUST;
    Language skills:  Fluent Mongolian and English language skills;
    Computer literacy: MS Office proficiency such as Word, Excel, Power point, and have excellent web research and navigation skills;
    The candidate should have a high professional and personal integrity, and excellent communication and interpersonal skills with the ability to collaborate effectively with the relevant stakeholders and implementing agencies;
    Ability to function independently and collaboratively in a team environment;

CONTRACT DURATION:
The consultant work is expected to commence in May, 2018. The duration of the assignment is for 1.5 months. The consultant will be selected in accordance with the World Bank Guidelines on Selection and Employment of Consultants, January 2011 (revised in July 1, 2014). The attention of interested Consultants is drawn to paragraph 1.9 and 1.11 of the “Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest and eligibility.
